If you have started your blog recently and looking to get a Google PR faster, you need to follow some basics and work regularly. Getting Google Pagerank is not a tough job. If you work for 3 months regularly, I am sure you will be able to get good pagerank.
As most of you know, Google PR depends on number on Inbound links to your blog/website. So if you get a Google Pagerank fast, you should focus on creating backlinks for your blog.
Here are some tips to get Google Pagerank:-
Create Backlinks by Commenting
The best way to create backlinks is by commenting. Chose the blogs with the same niche and which are dofollow enabled. Once you comment on those blogs, you get a backlinks to your blog. This is not just a backlink but a gateway for your visitors. If you interact actively with readers of the blog where you are making comments, you get a lot of visitors from there.
Give preference to blogs which has following properties:-
- Same niche.
- DoFollow blog.
- Blog with high Google Pagerank
- CommentLuv enabled. You will get a backlinks for your last post (or one from last 10).
- KeywordLuv plugin enabled, so that you can get a backlink on keywords.
I suggest you to go out and make at least 10 comments. Remember to not to spam. Else there will be certainly a very negative effect to your blog.
Guest Post Backlinks
Writing Guest Post on other blogs is also a good way to get a quality backlinks and hence get Google Pagerank. Once your blog is stabilized and you are able to post regularly, look for other blogs in same niche which accepts guest post.
Most of the blogs will publish 1-2 liner of you in Guest post and hence give you quality backlinks. Remember to write guest post on blogs which are good pagerank. If you write for less popular blog, you will neither get link juice nor visitors.
Article Submission Backlinks
There are several websites which accepts articles like EzineArticles, GoArticles, ArticleDashboard, SearchWarp, ArticleCity, etc. You write on certain topic and submit your articles to these websites. Most of these websites allow you to create 1-2 backlinks within the article or publish small introduction of yourself and give you a link.
These article submission websites are having high Pagerank. And getting a backlink from these trusted high pagerank websites will definitely help you to get a good pagerank.
Social Bookmarking Websites
Social Bookmarking websites (Digg, Delicious, Stumbleupon, etc) are also good place to create backlinks. However these bookmarks should be natural.
Best way to get your blogs bookmarked at these websites, is to create relevant button at your blog for each post. You can then request your readers to promote your blogs by clicking on these button and hence bookmarking your websites.

Those 4 are very simple but yet effective ways to get quality backlinks. I’ve been using blog commenting and guest posting for 2 years and both works well.
Article Marketing is good but it takes a lot of efforts and not something you can easily do.

BTW PR doesn’t actually mean anything. It doesn’t really affect your rankings. Stop worrying about PR and just focus on proving value.

I think Pagerank totally depends on DoFollow links and social bookmarking sites you mention have all noFollow links.

The best method that you can employ is to actually comment on other blogs. It is a very rewarding backlinking tactic. I do this when I am in the mood to read other blogs and I have never been failed by my co-bloggers. Reading is my past time, criticizing and commenting on the topic is a great way to share my knowledge to readers and at the same time get a few backlinks to raise up my blog.
Getting backlinks from relevant sites with high PR will also increase the PR score of your site. Also, contextual linking and link exchange in a wise manner really helps a lot.
Back links can be created by guest blogging, pdf submission, forum positing these are some good link building technique.

You better not use some kind of application to pass your articles to different directories, it will likely turn up as spam on Google’s algorithm and you may get your website penalized. Google is now relying much more on the quality of backlinks so make sure that your backlinks are high enough to anchor your page on the top of search results.
